PECULIARITIES OF PASSING OF THE STATE SERVICE
IN THE Byelorussian provinces (1863–1917)
The Polish Uprising of 1863–1864 was the reason for the changes in the personnel policy of the Russian government in the Belarusian provinces. These changes consisted in attracting officials from the internal gubernias to serve in the region. For this purpose in 1863–1865 gg. officials who switched to the service in the western provinces, were paid cash allowances. However, despite the opinion of some Vilna governor-generals, the government soon began to reduce cash payments. Despite the persistence in the reign of Alexander III of cash payments for certain categories of officials, financial support did not turn into a means of mass recruitment of officials from the internal provinces. At the beginning of the twentieth century, the government decided to abolish all benefits, but before 1917 had not managed to legally issue this decision.
